Captain Dempster, who is acting as Superintendent of the Police in the absence on leave of Mr. Deane, is, as Your Lordship has already been informed, a Military Officer of ability and experience; and during several years, he was Adjutant of his Regiment. He has been acting not only as Superintendent but also as Adjutant, and Musketry Instructor of the Police, and is ready to continue to perform the combined duties without additional charge to the Colony.
On the return of Mr. Deane, the Civilian Superintendent, I shall appoint Captain Dempster (subject to Your Lordship's approval), to be Adjutant and Instructor in Drill and Musketry, and second in Command
